Cost Estimator/Contract Support Specialist/Construction Inspector
Cost Estimator responsible for development of preliminary and final construction cost estimates for various highway and bridge projects. Integrates the cost estimate with the project schedule to make sure that the estimate accurately reflects the cost of construction. Estimates account for project location, accessibility, available work and staging areas, work-hour restrictions, maintenance of rail and/or vehicular operations, phasing requirements, local wage rates, mobilization costs, perceived liability, similar construction volume in the area, and subcontracted work. Contract Administration Specialist of independent quality assurance, sampling and testing for the County’s design-build project constructing two public parking structures located at the Route 772 South Metro Station Site (Ashburn Station) and the Route 606 Metro Station Site (Loudoun Gateway Station) on the planned Metro Silver Line extension into Loudoun County. This project had a high involvement with the development and review of Quality Assurance/Quality Control Plan and procedures. This project consists of design and construction of two precast concrete parking structures that will provide multi-deck parking that has direct access to the new Metrorail Station locations. The Loudoun Gateway Site is located on Dulles Airport property, this site requires close coordination with the Metropolitan Washington Airports Authority (MWAA) for all utility and site related issues. The six (6) level parking garage will provide a minimum of 1,965 structured parking spaces and have vehicular access to Lockridge Road, Route 789 (to the east, second level) and Station Access Road (to the north, ground level). Pedestrian access to the parking garage will be provided by street level connections to the north and west and a third level elevated walkway connecting the garage with the north entrance station pavilion. The Ashburn Metro Station South Site will provide a minimum of 1,540 structured parking spaces and have vehicular and pedestrian access to Silver Train Lane (to the west, street level), and Crosson Lane (to the east, street level). The parking garage will have pedestrian access to the station plaza. The completion date both garages is May 31, 2019. The parking Structures will provide multi-deck parking that has direct access to the new Metrorail Station(s) locations. Construction Inspector Responsible for construction observation and record keeping, job progress meetings and recording, inspection of the various phases of construction, and subcontractor activity coordination with owners of parking garage facilities, as well as general administrative construction management and project management duties, including file maintenance, preparation and proofreading of documents, information and data processing, and general safety of staff.
